The Oregon University System's Finance and Administration Division has broad responsibility for the development and administration of the state university system’s budget, including funding needs for operations and capital, and develops policy recommendations to the State Board of Higher Education.
The office advocates for and helps to achieve the System's short and long term objectives, and works closely with the Chancellor and leaders of the seven campuses to help achieve the vision and initiatives of the State Board. The Vice Chancellor for Finance and Administration works closely with an Administrative Council of campus vice presidents for finance and administration to coordinate campus and system fiscal planning and reporting. The Department also exchanges information about OUS in a variety of policy activities involving public and governmental agencies.
The Department of Finance and Administration is responsible for the administrative management of OUS human resources, collective bargaining, fiscal control, and operating and capital budget processes. The Department also oversees technology support for OUS through two contracts, one with OSU for the management of administrative technologies for the system office and the four regional universities, and one with UO for the provision of wide-area networking services for all OUS campuses and other public entities. The Labor Relations office, within Finance and Administration, manages and coordinates collective bargaining efforts for the system.
