The Oregon State Board of Higher Education (OSBHE) works to address System issues and policies that affect the Oregon University System institutions and their students, faculty, staff, and other constituents. The Board currently has four standing committees that meet regularly.

Portland Higher Education
A global economy characterized by intensifying world economic competition and inadequate resources place greater pressure on Oregon and Portland to sharpen higher education strategies in this important metropolitan area. The Board of Higher Education recognizes that for Oregon to succeed in this competitive environment Portland must have comprehensive, integrated higher education programs and services.

Student Participation and Completion
The Student Participation and Completion Subcommittee is charged to develop analysis and options leading to a statewide effort to improve participation, retention and success of underserved populations in postsecondary education throughout Oregon, through initiatives which directly address declining levels of freshman participation and completion to graduation.

Strategic Initiatives Committee
The Strategic Initiatives Committee serves as a standing committee of the State Board of Higher Education, charged to provide recommendations to the Board regarding the implementation of the principles and priorities of the Board’s long-range plan.
